PHILADELPHIA (CBS) ? As the temperature drops, public health officials say many families face a stark choice. Should they heat?or eat?

Officials have adopted the term ?energy insecure? to describe households that are taking drastic measures to keep utility bills affordable, keeping the heat off or so low that vulnerable household members, such as babies or the elderly, may suffer.

Dr. Dan Taylor says he sees the problem in his work with children at St. Christopher?s Hospital.

?If they?re shivering too much in the cold, they can?t grow as well, they can?t develop their brains as well,? says Taylor. ?In the summer time, if they?re too hot, they sweat more than adults do. Your growing body just doesn?t handle it well at all.?

Dr. Taylor says the problem can also cause chronic conditions in children to worsen.

?They?re more likely to have asthma attacks,? he says. ?If a child has sickle cell, they?re more likely to have acute crises. If a child is a newborn, they?re more likely to even stop breathing.?

Low income families are eligible for help. PECO says it provides assistance to 140,000 customers, and PGW?s Bill Montgomery says 105,000 of its customers receive help.

?They?re really targeted at making sure they have utility services,? Montgomery says.

On the wings of 10 of 19 shooting from player-of-the-year candidate Doug McDermott, the Creighton University Bluejays held off the Arizona State Sun Devils Saturday night to win the 12th Annual Continental Tire Las Vegas Invitational. It was a coming out party for McDermott, the tourney MVP, who is rarely seen by West Coast coaches, fans, players, and pro scouts.

However, McDermott couldn't do it alone. Ethan Wragge's right corner trey with 2:22 to go -- after ASU pulled to within six (their closest margin of the night) -- was needed to finally darken the Sun Devils' upset hopes.

However, Creighton could have put the game away much earlier. Only eight minutes into the first half, the Bluejays raced to a 27-9 advantage. ASU was reeling. However, Jay turnovers off the ASU press, uncharacteristic Jay fouls and missed threes allowed ASU back into the contest. It was a dogfight the rest of the night.

ASU's speedy guard, Jahii Carson (which sounded at times like Nebraska's "Johnny Carson" over the Orleans Arena loudspeakers), lead all scorers with 30. Carson was only the fourth freshman in ASU history to score 30 in a game.

However, the balance and cohesion that has been the Bluejays' trademark over the past two seasons overcame Carson's singular effort. Seven Bluejays scored seven or more points. Moreover, ASU didn't have a consistent answer to Creighton's crisp ball movement, rebounding (the Bluejays had a 41-30 advantage) or second-chance points (Creighton won that category 14-0). Nor did the Sun Devils have a remedy for McDermott's deft post-ups, which literally and figuratively helped "seal" the victory for the tournament winners.

Of the roughly 3000 fans in attendance at the Orleans Arena, at least 80% looked like they were clad in blue. It didn't hurt that Creighton University alum Michael Gaughan gave out complimentary hotel rooms at his family-owned South Point Hotel, Casino and Spa to any Creighton fan attending the tournament. I wish I had known of the deal. My 5-star experience at the overrated Aria was hardly worth the hype (see my separate HuffPo review).

The Creighton-ASU game was a homecoming of sorts for yours truly. Not only am I graduate of Omaha Creighton Prep high school, but my late father Richard, sister Julie, and brother Rick are all graduates of Creighton University in one form or another. It was nice to see some friendly, if rowdy, faces from back home.

Next up for the Jays are Boise State (4-1) on Wednesday and the always-tough St. Joe's (3-1) on Saturday. And it won't get easier after that, as the Jays enter Missouri Valley Conference play.

However, beating the Big 12's Wisconsin (4-2) and the PAC-12's ASU (4-1) on successive nights on a neutral floor here in Vegas will prove valuable come NCAA tournament time. Though the 6-0 Jays are no longer below the radar, this smart, fast, and extremely well-coached mid-major remains a tough match-up for any opponent from any conference, regardless of setting.

Even after incumbent starter Alex Smith was cleared after a concussion, the 49ers started Colin Kaepernick in yesterday?s win at New Orleans.

And it may well have been the right call.

The 49ers played it coy before and after the game, with coach Jim Harbaugh trying to again foil diabolical reporters with his cunning game of espionage.

?We?ll look at the game and make the best decision going forward,? Harbaugh said, via Matt Maiocco of CSNBayArea.com.

Whatever you say, Jim.

This one seems fairly apparent, even if it?s not exactly fair.

As efficient as Smith has been at the helm of the 49ers the last season and a half (19-5-1 as the starter), Kaepernick has a wider array of skills, and can make some of the downfield throws that Smith simply cannot.

But they persist with the facade.

Kaepernick said he wasn?t told he?d start until a 10 p.m. meeting Saturday night.

Which is fine, except the reports that Kaepernick being told he?d start began Wednesday night with one from Sports Illustrated?s Jim Trotter, who has no interest in hiding the truth to create a competitive advantage for one team or another.

But Harbaugh said Sunday the only reason Smith didn?t start was because he didn?t want to rush Smith back into action after he was cleared late in the week.

?He eventually got cleared,? Harbaugh said. ?The thought was to rotate him back into the action, but not all the way to the front line. Give him a chance to get cleared up.?

The 49ers? intent to create mystery will be cleared up when one of them takes the field against the Rams next week. Until then, play along with Jim. Thinking he?s fooling anyone seems to make him happy.

African presidents urge Congo rebels to abandon war

GOMA/KAMPALA (Reuters) - African leaders called on eastern rebels in Democratic Republic of Congo on Saturday to abandon their aim of toppling the government and leave the city of Goma they captured this week.

The appeal came from heads of state of the central African Great Lakes region who fear that if left unchecked the offensive by the M23 rebels could drag the volatile, ethnically-diverse and mineral-rich region back into another bloody conflict.

Meeting in the Ugandan capital Kampala, they urged M23 to abandon its threat to overthrow the elected government in Kinshasa and to "stop all war activities and withdraw from Goma".

The rebels responded by saying that the Congolese army was reinforcing in the east in preparation for launching counter-offensives on their positions.

"M23 warns the government forces against this new military adventure. We must react with vigour to discourage this new war-like initiative," the movement's political wing said.

The regional leaders' plan proposed deploying a joint force at Goma airport comprising of a company of neutral African troops, a company of the Congolese army (FARDC) and a company of the M23.

The leaders told M23 to withdraw from current positions to not less than 20 km (12 miles) from Goma town within two days, but did not say what the consequences would be if the rebels did not comply.

A spokesman for the Congolese army, known as FARDC, said M23 was illegally occupying territory in the east of the vast country and started the conflict.

"We'll defend ourselves and let's see what the final result is," Colonel Olivier Hamuli told Reuters by phone from Bukavu, the next major city in the rebels' sights.

The rebels, who say they intend to "liberate" all of Congo, have often accused the government of aggression as a pretext for their own attacks.

"NO OTHER OPTIONS"

Regional and international leaders are scrambling to halt the fighting in eastern Congo, the latest bout of violence fuelled by a mix of local and regional politics, ethnic rifts and competition for large reserves of gold, tin and coltan.

The meeting in Kampala brought together Congo's President Joseph Kabila and the heads of state of Uganda, Kenya and Tanzania.

But Rwandan President Paul Kagame, who has vehemently denied accusations by Congo and U.N. experts that his government is supplying, supporting and directing the M23 rebellion, did not attend the summit, although he sent his foreign minister.

The Great Lakes heads of state also proposed that U.N. peacekeepers present in and around Goma should provide security in a neutral zone between Goma and the new areas seized by M23.

They said police that were disarmed in Goma by the rebels should also be re-armed so they can resume working.

Congolese Prime Minister Augustin Matata Ponyo indicated there was no scope for negotiation over the proposals.

"There are no other options other than an acceptance, pure and simple," Matata Ponyo told Reuters, adding Kinshasa would fight to the end to defend its territorial integrity.

GOMA SITUATION "A MESS"

In the Congolese capital Kinshasa, authorities banned protests, citing the need to keep order in what national police chief Charles Bisengimana called a "undeclared state of war".

Goma was calm on Saturday, but the charity Oxfam said the city was feeling the strain as more than 100,000 people fleeing the fighting took refuge in schools and churches.

"The Goma situation is a mess," Tariq Riebl, Oxfam's humanitarian program coordinator, told Reuters.

Riebl said M23 was allowing Oxfam to operate.

"The main thing is access, and we have that. They (the rebels) are not al Shabaab or the Taliban," he said.

Congolese government troops attempted a counter-offensive against the advancing rebels this week but were forced to pull back to the town of Minova on Lake Kivu, leaving a trail of soldiers' bodies and abandoned equipment in their wake.

M23 forces moved south through the hills towards Minova, in a strategic position on the road to Bukavu, the capital of South Kivu province.

While Kabila's armed forces are on the back foot, analysts remain sceptical the rebels can make good on their threat to march on Kinshasa in the west without significant, overt support from foreign backers.

"Militarily there's a status quo. The M23 can't advance but the FARDC will have big difficulty retaking the territory they have lost. I fear for the population," a senior Congolese military source said.

Kabila, who has said he is willing to hear the rebels' grievances, appointed a new interim head of ground forces late on Friday.

General Francois Olenga Tete takes over from former army boss General Gabriel Amisi, who was suspended on Thursday over charges he had sold arms to other eastern rebels.

Hyman says another reason to shop small is the fact that local stores don?t have the mega-advertising bucks of larger stores but shoppers can still find unique items and help neighbors keep their jobs.

What did you like the most about Breadsall Priory?

He Says: I would say the wealth of facilities and services on resort is the biggest plus point. Not only do you have two golf courses but the practice facilities are of a decent standard and on top of that, the leisure facilities including the spa are excellent. There is certainly plenty to fill your time on a weekend break!

She Says: The grounds are amazing ? you come up to the hotel via a massive driveway so by the time you are greeted by the stately home that is Marriott Breadsall Priory you already feel enveloped in the Derbyshire countryside ? in short, it appears idyllic.

What did you think of the spa?

He Says: I usually don?t go in for treatments ? I would rather just chill out in the sauna, Jacuzzi etc etc? ? but this time I booked a massage which was actually a great way of recharging the batteries for not only the night ahead but the next day?s golf. I am giving my masseuse some credit for me playing so well on day two compared with day one. I was nice and relaxed from start to finish.

The Breadsall Priory Spa is a great place to relax and recharge the batteries for an evening on over indulgence in the restaurants and bars!


She Says: The Priory Retreat is very small and intimate in a courtyard space within the hotel, so you do have to go outside to get to it.? Being part of the Marriott brand, it has all the leisure facilities you could ask for, but from an exercise front I always like to get outside, so the jogging trail and tennis courts in the grounds are a great addition.? On a more decadent note, the spa?s manicure stations are a particular asset.

How was the golf course?

He Says: Neither course (the Priory Course and the Moorland Course) is particularly long but both are tricky enough (a little fiddly in places but fun all the same!) to pose a good test for the majority of golfers. Straight hitting is a must as is good course management and club selection as there are plenty of undulations and elevation changes to negotiate. They are both what I would call thinking man?s courses!

She Says: The golf courses really makes up the whole modern character of the hotel, adding to the spa and general escapist element by providing something beautiful to look at!

What?s the restaurant like?

He Says: The Clubhouse is of a good standard and serves typical pub type grub which is just what you want when you come off the golf course. The Priory Restaurant on the other hand serves more sophisticated food and is a great shout for a romantic meal for two. I think I heard someone say it had been awarded a AA Rosette which wouldn?t surprise me in the slightest.

The Priory Restaurant is the dining highlight of the resort and a great place to sample some fine dining.


She Says: I ate in the Tempo Restaurant which overlooks the pool and is a very casual environment.? The food is excellent quality and there are different seating areas that will suit different guests whether you are here with a group of friends or as a couple.? In the summer time there is space to sit outside as well.

What else is there to do at Marriott Breadsall Priory?

He Says: Well outside of the golf I didn?t have tom for much apart from a quick trip to the spa and evening entertainment in the restaurants and bars! Next time I return though I will take the kids and make the trip to Alton Towers which is just a short drive away.

She Says: On site, if the weather suits (or if you are feeling brave) the jogging trail is an alternative way to explore the grounds or get a bit of exercise.? If you fancy venturing a little further however, Chatsworth House ? home of the Duke of Devonshire ? is nearby, surrounded of course, by the Peak District.

Who would you recommend it for?

He Says: Anyone really?Thanks to the two golf courses it is ideal for a ?lads? golf trip but I enjoyed a lovely weekend break with my other half and I wouldn?t hesitate to recommend it for short breaks with the nippers?although I would probably stop short of taking kids for more than one or two nights.

She Says: ?I would recommend it mostly for couples ? the hotel caters to a lot of weddings and that is very much thanks to the scenery and architecture.? It?s also a good escape for mother/daughter breaks.

What is your top tip for visiting ??

He Says: I would say to golfers to be patient around the courses. As I said they are both pretty short but they can be testing. Don?t lick your lips when you see the yardages on the scorecard because, as with many a golf course, it isn?t a simple case of brawn over brains!

She Says: Take yourself for a walk around the grounds ? they are really impressive and will certainly add to your spa experience.

Syrian planes bomb building near hospital, kill 15

BEIRUT (AP) ? Syrian warplanes flattened a building next to a hospital in Aleppo, killing at least 15 people and damaging one of the last remaining sources of medical help for civilians in the northern city, activists said Thursday.

Once a private clinic owned by a businessman loyal to President Bashar Assad, the Dar al-Shifa hospital became a field hospital run by volunteer doctors, nurses and aides united by their opposition to the regime and the need to give medical care to both civilians and rebels.

The facility has taken at least six direct hits in recent months, mostly affecting the upper stories.

On Wednesday night, warplanes bombed a building adjacent to the hospital, turning it into a pile of rubble and spraying shrapnel and debris into Dar al-Shifa itself, activists said.

Rami Abdul-Rahman, chief of the Britain-based Syrian Observatory for Human Rights, said at least 11 fighters were killed in the airstrike, in addition to a doctor, a young girl and two children who were on the street.

Another activist group, the Local Coordination Committees, confirmed the bombing and identified the doctor as Mohammad Qassem Agha. The group said 40 people died in airstrikes in Aleppo on Wednesday, but did not say how many died in the hospital strike.

Videos posted online by activists showed the flattened building and substantial destruction in front of the hospital. Residents and armed rebels, and in one instance, a doctor wearing green scrubs are seen picking through the rubble and overturned gurneys at the entrance of the hospital.

In one video, a man is seen calling for survivors under the rubble while a man is heard crying for help underneath a huge slab of concrete.

The seven-story hospital stands only 400-500 meters (yards) from the front line in a neighborhood that is heavily shelled on daily basis.

Aleppo, Syria's business and commercial hub, has been locked in a deadly stalemate for months between regime forces and rebels seeking to topple Assad.

Syria's conflict erupted in March 2011 with an uprising against Assad's regime, inspired by other Arab Spring revolts.

The crisis has since morphed into a civil war, with scores of rebel groups across the country fighting government troops. Nearly 40,000 people have been killed in the 20 months of unrest, according to activists.

Pop Queen Madonna Lists 'Low Key' NYC Duplex for $23.5M - Curbed

The benevolent dictator of pop herself, one Madonna Ciccone, has listed her 6,000-square-foot digs on NYC's Central Park West for $23.5M. While the singer seems to take no issue with possessing several multimillion-dollar abodes at once?she owns a French chateau-style manse in Beverly Hills and 20-plus acres in the Hamptons, after all?it does make sense, even for somebody as mega-rich as Madge herself, to list a place where maintenance runs $11,774 a month. Then there's the minor issue of the neighbors, who once complained about Madonna's loud music and her dancing "around so loudly that the apartment above would shake." But somehow it seems suspect that personal beefs influenced a move; and who dares doth protest this woman's dancing, anyway? More likely is the fact that Madonna already owns?and has decamped to?her other Manhattan property: a gated mansion across town. This co-op here has been vacant and is listed for the first time.

The 5th- and 6th-floor duplex with five wood-burning fireplaces and 110 feet of Central Park frontage is the very same abode that Architectural Digest dubbed a "low-key yet glamorous sanctuary" in a 1991 feature. The interiors, designed by younger brother and "most-trusted confidant" Christopher Ciccone, boast a classic Art Deco feel, once stuffed with works by the likes of Salvador Dal?, Tamara de Lempicka, Fernand L?ger, and Picasso. How to protect your portfolio . . . from yourself - Financial Post

It?s easy to blow a hole in a portfolio. Just dump your stocks and head for the hills at the bottom of a nasty bear market. Then wait anxiously on the sidelines only to venture back in once prices have rallied. Or feverishly chase the latest hot manager until both your ardour and capital are swept away when the red ink starts. Or load up enthusiastically on a ?no brainer? stock tip, then watch your commitment melt away like an ice cube in August when the price tanks.

The cost of this proverbial ?buy high and sell low? behaviour may be greater than any other single investment cost. Morningstar estimated the return shortfall triggered by the poor timing of fund investors? decisions over the period 2000 to 2009 was 1.5% a year. Other studies have put the cost even higher. For example, John Bogle, the founder of Vanguard Group Inc., found that from 1980 to 2005, poorly timed moves in and out of U.S. equity funds by investors resulted in a forgone return of 2.7% a year.

Behavioural finance experts have identified a host of cognitive, emotional and social propensities that impinge upon our ability to make rational economic decisions. Every investor, wealthy or not, confronts these in the course of their decision-making.

Here are four of the more powerful biases:

Myopic loss aversion This combines our much greater sensitivity to losses over gains with the tendency to evaluate outcomes too frequently over too short a time frame. It?s hard to bear in mind that stocks outperform bonds in the long run when you are watching your portfolio evaporate every week in the midst of a recession.

Overconfidence You don?t become a successful business owner, executive or professional by being a shrinking violet. Hence, one cognitive bias that wealthy investors often possess in spades is overconfidence. Overconfidence contributes to the proclivity to placing big bets on certain asset classes, managers or even single stocks. The consequences of being wrong rarely receive critical reflection.

Confirmation bias We are predisposed to seek out and interpret information in a manner that confirms our preconceptions. For example, many bearish investors follow bearish market strategists. It is much easier to be out of the market, even when it?s rising, when everything you read confirms your gloomy opinion.

Herding Humans are social creatures and herding is a natural instinct. The magnetic grip of the group psyche can be almost irresistible during booms and crashes. Technology stocks soared more than sixfold from 1996 to early 2000. Most investors arrived late to this party, only to suffer a precipitous plunge of more than 80% over the next 2? years.

Many wealthy investors have learned, often at the school of hard knocks, to protect their portfolios from themselves by adhering to a disciplined investment decision-making process.

Here are key aspects:

Commit in writing Investors increase the odds of sticking with their strategy if they first set out clear investment objectives and parameters including a portfolio return goal, risk limitations, a target asset mix and rebalancing requirements in a written plan.

Own your strategy The most important decision in any investment strategy is the tradeoff between potential return and risk. Although an advisor can clarify tradeoff options, benefits and consequences, the choice is fundamentally the investor?s. The time spent discussing and reflecting on an optimal trade-off increases the likelihood that the selected strategy will be truly embraced instead of tossed over the side on the next market dive.

Have concentration rules By imposing limits on the exposure to any single manager or position, investors avoid placing an ever-increasing bet on yesterday?s winner.

Think in decades, not years Wealthy families typically plan over multiple generations. It is easier to stay the course when your planning horizon dictates that your portfolio will have to endure numerous bear markets.

Be realistic Diversification can enhance risk-adjusted returns but it is not a silver bullet that delivers outstanding returns in sinking stock markets. For example, single-family offices serving the ultra-wealthy reported portfolio losses in 2008 just like retail investors. Realistic expectations lead to realistic appraisals and decisions.

David Swensen, chief investment officer of Yale Endowment, has said, ?Casual commitments invite casual reversals.? Thoughtful wealthy investors appreciate that serious long-term results require serious commitments.

Shabazz Muhammad Debuts In ULCA Loss To Georgetown, 78-70

NEW YORK -- Markel Starks scored 23 points and Georgetown beat No. 11 UCLA 78-70 in the semifinals of the Progressive Legends Classic on Monday night at the Barclays Center, spoiling the college debut of Shabazz Muhammad.

Otto Porter had 18 points, 11 rebounds and five assists for the Hoyas (3-0), who will face No. 1 Indiana in Tuesday night's championship game. The Hoosiers beat Georgia 66-53.

The Hoyas opened the second half on a 12-0 run ? with Greg Whittington hitting two 3s ? to take a 43-29 lead, their biggest of the game.

The Bruins (3-1) were within 59-53 on a 3-pointer by Norman Powell. But the Hoyas went on a 7-1 run that was capped by a hook shot by Nate Lubick with 6:17 to go. The Bruins did get within 77-70 on a 3 by Muhammad with 50 seconds to play.

The 6-foot-6 Muhammad, one of the most highly sought after high school players last season, was declared eligible by the NCAA on Friday and this was his first game. He finished with 15 points on 5 of-10 shooting and was 2 of 4 from 3-point range in 25 minutes of playing time.

The NCAA said that UCLA's sanctions against Muhammad were sufficient after the school required him to sit out three games and repay $1,600 in impermissible benefits. The NCAA and UCLA found that Muhammad accepted travel and lodging during three unofficial visits to Duke and North Carolina.

Jordan Adams had 22 points to extend his UCLA record of a freshman scoring 20 or more points in every game to start his career.

Travis Wear added 12 points and eight rebounds for UCLA.

The Bruins played the last 12:13 without starting forward and Travis' twin David Wear who appeared to injure his back or a hip when he crashed hard to the court as he tried to defend a layup by Lubick. Wear remained on the bench the rest of the game but was in obvious discomfort.

The Hoyas seemed to get the best of the physical play despite being outrebounded 40-31 by the Bruins. The Hoyas finished with eight blocks ? five by Porter ? while UCLA had four.

UCLA had scored at least 80 points in its first three games.

London (AFP) ? A spike in shale oil and gas production is revolutionising the energy sector and risks weighing on prices of conventional crude, according to industry experts.

A forecast last week by the International Energy Agency (IEA) that the United States would become the world?s biggest oil producer by 2017 thanks to an explosion in hard-to-reach energy trapped in shale, or sedimentary rock, has triggered debate among companies and consumers.

?We are facing a revolution, from North America,? Christophe de Margerie, chairman and chief executive of French energy giant Total told delegates attending the recent Oil & Money industry conference in London.

De Margerie stressed that the industry?s biggest danger was no longer a drop in oil reserves, but rather technological limitations preventing exploitation of energy resources that can serve the world?s needs for ?decades and decades.?

But although ?the future is going to be technologically challenging? it will not be ?more than it has been in the past,? said Mike Daly, a senior executive at British energy group BP.

Daly said that industry spending on exploration was at $90 billion (70 billion euros) a year compared with $20 billion just five years ago, while more than half of current spending was on unearthing unconventional hydrocarbons such as shale oil and gas.

According to the IEA, which represents major oil consuming nations, world gas demand is set to rocket by 50 percent by 2035, with half of this increase met by unconventional gas output mainly in the US, Australia and China.

The IEA added that world oil demand should increase by 10 percent over the next 23 years on higher transport usage and result in crude prices rising to only $125 a barrel compared with $107 on average at the moment.

Shale oil and gas ?will have the power, not only to stop prices from rising any further, but to send prices lower in the coming years,? said DNB Bank analyst Torbjorn Kjus.

?This is despite our view that geopolitical risk in the oil market will be even higher in the coming ten years than in the prior ten years.?

Crude oil prices rallied last week on Middle East supply concerns as Israeli warplanes pounded Gaza.

Julian Jessop, an analyst at Capital Economics research group, said the rise in shale products would impact Saudi Arabia, which is currently the world?s biggest oil producer.

?Looking further ahead, Saudi?s position is only likely to weaken. The world could be awash with oil as a result of the surge in alternative energy supplies, as well as rapid gains in energy efficiency in developing economies,? he told the Oil & Money conference.OPEC, of which Saudi Arabia is among the cartel?s 12 member nations, downplayed the threat posed by shale liquids.

?I don?t believe that shale gas will have a big share? of the energy market, concluded Abdullah El-Badri, secretary general of the Organization of Petroleum Exporting Countries.

El-Badri also warned that persistent IEA forecasts that the United States would become the world?s leading oil producer would lead to a drop in investment by other crude-producing countries.

The renminbi as a global currency? | East Asia Forum

As China?s share of regional trade has grown so too has the importance of its currency, the renminbi, in international transactions.

Since 2002, China?s share in East Asia?s trade has leapt from 10 per cent to 23 per cent, while the share of US trade has gone in exactly the other direction, from 23 per cent to 10 per cent.

Of course, growth in trade share alone does not automatically make it attractive for countries to use the currency of the trading partner as the currency through which transactions are traded or in which assets are held. As Japan?s trade share grew in the 1970s and 1980s, the yen grew in importance as an international currency but not in parallel, nor nearly commensurately with trade. This was for a number of reasons: first, because there were restrictions on the Japanese capital account that limited the movement of yen in and out of Japan; and secondly because Japanese financial markets were not entirely open, distorting the relationship between the returns on yen investments and investments in dollars, UK sterling or other European currencies. In the 1980s and 1990s, Japan tried to internationalise its currency, and the use of the yen in trade settlement and in foreign exchange transactions rose because of important reforms that led to opening of the Japanese capital account. Yet despite those efforts, Japan?s currency never played a significant role as a major international currency, even at the height of its importance in the global economy, partly because the process of capital account financial market liberalisation came late, and was incomplete, and also because of the continuing attractiveness of the dollar.

In this week?s lead essay Arvind Subramanian and Martin Kessler argue that the rise of the renminbi is unlikely to peak out as did the rise of the yen. They point out that, ?since the global financial crisis, with the United States and Europe struggling economically, the renminbi has increasingly become a reference currency: emerging market exchange rates now move more closely with it. In fact, since June 2010 when the renminbi resumed its flexibility (against the US dollar), the number of currencies tracking the renminbi has increased compared to the earlier period of flexibility between July 2005 and 2008. Over the same period, the number tracking the euro and the US dollar declined?. East Asia, Subramanian and Kessler suggest, is now a renminbi bloc because the currencies of 7 out of 10 countries in the region ? including South Korea, Indonesia, Taiwan, Malaysia, Singapore and Thailand ? track the renminbi to a greater extent than the US dollar. For example, since the middle of 2010, the Korean won and the renminbi have appreciated by similar amounts against the US dollar. In contrast, only three economies in this group ? Hong Kong, Vietnam and Mongolia ? still have currencies that follow the US dollar more closely than the renminbi.

The rise of the renminbi as a reference currency is not confined to East Asia. While it is still dominated by the US dollar as a global reference currency, this too, Subramanian and Kessler point out, is changing. ?The renminbi is the dominant reference currency in four cases in the most recent period (that is, post-2010), compared to one previously; and it is a dominant reference currency in more cases than the euro. For example, the renminbi moves more closely with the national currencies of India, Chile and South Africa than any other in the latest period, and comes second in Israel and Turkey. In some ways, the renminbi has displaced the euro as the second most dominant global reference currency in the sense that there are more currencies outside East Asia that track the renminbi most closely compared with currencies outside Europe and the Middle East that track the euro?.

Being increasingly used as a reference currency is only one aspect of the renminbi?s rise as an international currency. An international currency is also distinguished, like the US dollar, by its use as a reserve asset and its widespread use in international transactions. Some predict that the full internationalisation of the renminbi could happen in the next two decades ? but China will need drastic reforms of its capital account and of its domestic financial system before it acquires that global status.

China?s global trade share is bound to continue to rise. As Subramanian and Kessler argue, the renminbi?s role is likely to rise and erode the US dollar?s dominance in the rest of the world, although that won?t happen automatically or without policy change. What is needed is liberalisation of the domestic financial market to allow a greater role for the private sector, the development of additional financial instruments, and the injection of more transparency into financial markets; these measures will allow foreigners greater access to renminbi assets via the opening up of China?s capital account.

In the normal course of events, as Subramanian and Kessler suggest, the renminbi?s global dominance could become reality in 20?25 years. But if China accelerates its financial and capital account reforms, this could happen much more quickly.

This week I have gone for an accessory that was an absolute must after I upgraded my iPhone 4S to the iPhone 5. I listen to music and podcasts all of the time when I am driving around and my iPhone 4S had a kit that allowed the audio from the dock connector to be piped straight into my car stereo. Due to Apple? change in dock connector from the 30 pin to the Lightning connector, I could no longer use this when I switched to the iPhone 5; this is where the TuneLink Auto comes in.

The TuneLink Auto is a Bluetooth stereo audio interface that plugs into your car?s 12-volt power socket and then into your cars AUX 3.5mm input. Your iPhone can then connect to the TuneLink via Bluetooth and it plays your music through your stereo all without wires. It also comes with a USB port so you can plug in your Lightning cable and charge your iPhone 5 if needed. The sound quality is fantastic and as soon as you start your car the iPhone pairs to the TuneLink and your music or Podcasts start playing without any interaction needed. It works perfectly every time.

If your car doesn?t have an AUX input, fear not, the TuneLink also has an inbuilt FM transmitter included too so you can tune it to a free radio station and listen to your music that way; the sound quality using the FM transmitter is no where near as good as with the wired solution. The TuneLink is a top piece of technology and I love it!

Beatdown is a retro beat-?em-up game inspired by such classics as Final Fight, River City Ransom, and Double Dragon. The simple jump/attack/move virtual buttons keep things simple and allow players to focus on laying some fists into a variety of corporate goons. The game?s protagonist was (in his opinion) wrongfully dismissed from his job, so he goes on a rampage of righteous fury, punching and kicking his way to the company CEO. Players build up a rage meter throughout each level simply by laying the smackdown, and when it reaches its maximum, the hero goes into a whirling, red frenzy. The evildoers are all hammed up in cute, tongue-in-cheek kind of way, and should resonate will with those that spend a lot of time in an office. Beatdown was made by the same guys that made the League of Evil games (among other titles), and as you might expect, the 16-bit-style graphics as both charmingly blocky and well-animated.

I?m kinda cheap. Incredibly so when it comes to buying things on the internet like web hosting or domain names. With so many online companies trying to win your business, there is plenty of coupons out there that can almost always offer you a deal if you take the time to look around. One site that lists a lot of coupons is called RetailMeNot. Recently, I?ve been checking out the RetailMeNot Coupons app ? the app is free to download in the iTunes App Store and has some nice features built into it such as the ability to browse hot coupons, categories and even save coupons for later use. It?s not the best designed app in the world, but thus far, I?ve managed to save $20 just by having it on my device.

Stream is a new App.net client for iPhone. It has a simple, clean interface, and reminds me favorably of Tweetie before it was purchased by Twitter. Stream makes use of gestures in order ot perform actions such as reply, viewing a conversation, and reposting. Swiping a post in your feed to the right will bring up a reply window, while swiping to the left will let you view a conversation, reply, favorite a post, or repost, depending on how far you swipe. You can also simply tap on a post in order to perform all of these actions, if you wish. Cross posting to Twitter is supported through use of the iOS system Tweet sheet, which will copy the text in your compose window. Stream is a solid App.net client for iPhone, and if you?re looking for an alternative to the apps already on the market, I highly recommend you pick this one up.

I?m a huge movie person and whenever we?ve got a night to head to the movies, we take advantage. If you?ve got AMC theaters around you, the AMC app is a great place to get information. If you?re an AMC Stubs member, not only can you track your rewards but they actually support Passbook. Once you?ve entered your Stubs information into the AMC Theaters app, you have the option to add your Stubs card to Passbook.

I personally hate carrying around loyalty cards so any company that has loyalty cards with Passbook support is on my must download list. The AMC Theaters app may have a lot of the same information you can get from apps like Fandango but the Passbook support along for Stubs is what really sold me. If you?re a member, make sure you check it out.

While some may think iOS is starting to get a little long in the tooth, even throwing around the ?b? word ? boring ? the truth is, iOS is a blank slate in every sense of the word. Generation after generation, Apple senior vice-president of design, Jony Ive, works to make the iPhone, iPod touch, and iPad more and more about the screen and the content, and less and less about the chrome surrounding it.

For proof of that, look no further than Track 8 by Ender Labs, a music player app for iOS that wraps your onboard iTunes library in the Windows Phone design language and panorama interface. I?ve always been a huge fan of that look, once and to me always called Metro, but I do find it monotonous painted across an entire operating system. Painted across a single app, however, and it?s awesome. And that?s exactly what Track 8 does.

Andy Ihnatko made Track 8 his pick of the week a couple of shows ago on MacBreak Weekly and I?ve playing with it ever since. That?s the advantage of an operating system where an overarching design language isn?t highly encouraged (or lazily implemented) system wide. Every app can be something entirely new, something decidedly unboring. Whether it?s Clear, Letterpress, or in this case? Track 8.

Nighty Night! HD ? Winter Special is a fun interactive bedtime story for children. It?s about a town that?s going to bed, except that all the lights at the farmhouse are still on. It?s up to the young reader to turn off all the lights and say goodnight to all the animals. Once the lights are turned off, they cannot be turned back on which is great for parents who want to use this book a literal bedtime story because the child cannot prolong it. Once all the lights have been turned out, the narrator has also notices that ?you? are still are awake and that?s it?s time turn off the lights and go to sleep.

I?ve helped my daughter say goodnight to all the animals these past few nights and she absolutely loves it. She?ll even play with the app during the day on her own sometimes, but at bedtime it?s something we do together and both have fun doing.

Egypt: Train hits school bus; 49 children killed

ASSIUT, Egypt (AP) ? A speeding train crashed into a bus carrying children to their kindergarten in southern Egypt on Saturday, killing at least 49, officials said. Distraught families searched for signs of their loved ones along the tracks and angry villagers berated officials in the aftermath of the latest disaster to hit the country's railway system.

The bus was carrying more than 50 children ages four to six when it was hit near al-Mandara village in Manfaloot district in the province of Assiut, a security official said. He said it appeared that the railroad crossing was not closed as the train sped toward it.

Egypt's railway system has a poor safety record, mostly blamed on decades of badly maintained equipment and poor management.

Books, school bags and children's socks were strewn along the tracks near the blood-stained, mangled bus. Parents of the missing wailed as they looked for signs of their children. An Associated Press reporter at the scene said many of the remains were unrecognizable.

A woman who called herself Um Ibrahim, a mother of three, was pulling her hair in distress. "My children! I didn't feed you before you left," she wailed. One witness said the train pushed the bus along the tracks for nearly a kilometer (half mile).

As one man picked up a body part he screamed: "Only God can help!" Two hospital officials said between seven and 11 wounded were being treated in two different facilities, many with severed limbs.

All officials spoke on condition of anonymity because they were not authorized to talk to the media.

Accidents traced to negligence regularly left scores dead during the rule of ousted President Hosni Mubarak, who was accused of valuing loyalty over competence in many appointments of senior officials. Widespread corruption under his three decades in power has also been blamed for the underfunding of government services, particularly in poor provinces outside Cairo.

The railway's worst disaster took place in February 2002 when a train heading to southern Egypt caught fire, killing 363 people. Media reports quoted official statistics saying that the rail and road accidents claimed more than 7,000 lives in 2010.

This is the worst such tragedy since the country's first freely elected president, Mohammed Morsi, took office this summer. Egypt's Transport Minister Mohammed el-Meteeni resigned in the wake of the crash, the state news agency reported, but some activists have accused Morsi of continuing the mistakes of his predecessor.

Morsi said in a short televised address from his office that he had tasked the state prosecutor with investigating the crash. "Those responsible for this accident will be held accountable," he said.

But some activists who helped engineer last year's uprising against Mubarak said that government negligence toward citizens is no longer acceptable.

"President Mohammed Morsi is responsible and must follow up personally," one such movement, the April 6 group, said in a statement. "He is the one who chose this failed government whose disasters increase day after day."

In a heated discussion on one of the state-owned radio stations, callers and the presenter expressed outrage and demanded an immediate overhaul and modernization of the train system. Like most government bodies, employees at the Ministry of Transportation complain of poor pay and poor working conditions.

Earlier this week, metro workers went on strike to protest their working conditions, inadequate equipment and management.

Saturday's accident comes one week after two trains collided in another southern province, killing four people. Some of the country's train accidents are blamed on an outdated system that relies heavily on switch operators instead of assistance from technology.

Residents in Assiut complained that there were not enough ambulances in the area that could respond quickly enough and that the ambulances themselves were ill-equipped to deal with the emergency.

At al-Mandara village, angry families and locals gathered near the tracks, shouting at officials. Some chanted: "Down with Morsi!"

Sheik Mohammed Hassan, a villager, said the government should be paying more attention to its domestic problems instead of focusing its attention to the violence in neighboring Gaza.

"The blood of people in Assiut is more important than Gaza," he said.
